Ganttic is Estonian web based project management software launched in 2010. It comes with a traditional interface, which looks outdated in 2014, but it has a very strong resource scheduling/management module. Somewhat strangely, Ganttic is priced ($25-$390/mo) based on the number of resources available. Unfortunately, mobile apps aren't currently provided by Ganttic developers. API is not available either.
